Deng Xiaoping: the New York Times reports, Clinton Administration officials also believe that Deng Xiaoping's health has deteriorated in recent days and that it is for this reason ranking PRC officials have suddenly returned to Beijing. China outlook: Political and Economic Risk Consultancy, a Hong Kong based consultant and risk assessment firm, has made available its 1997 China risk report forecasting major developments and contingencies for this year. In light of Deng's ailing health it would do well to read this report. Major things to watch for: reshuffle in 'government and military hierarchy' later this year and more constructive ties with the United States.
Risky business: the risks of doing business in mainland China are highlighted in the case of one Japanese company in Shanghai. The cover story of this week's Far Eastern Economic Review is concerned with similar problems but from a different perspective.

Although funds will be released for building or extending key lines in China proper, the government is putting emphasis on developing railroads in the Southwest frontier provinces of Guangxi and Yunnan, as well as Xinjiang.
Environment: Guangdong Province is earmarking US$6.5 billion for environmental clean-up.
